TRAI seeking views on implementing 11 Digit Mobile Number

The Telecom Regulatory Authority of India (TRAI) on 20th September 2019 had issued Consultation Paper on Developing a unified numbering plan for fixed-line and mobile services, and hence seeking views on changing the existing numbering schemes for mobile phones in India.

TRAI has sought public view on increase the mobile phone number from 10 to 11 digits.

1. The main reason for this change is the increase in the number of mobile connections.

2. TRAI is looking to explore options to tackle this challenge, and changing the mobile numbering system is one of them.

3. The 10-digit mobile numbers beginning with 9, 8 and 7 can grant up-to 2.1 billion connections.

4. As per the UN report India would be the most populous country in the world by 2027. And India would need around 2.6 billion more numbers to cater to this demand by the year 2050.

5. India had reviewed its numbering plans twice in the past, in 1993 and 2003.

6. The numbering plan implemented in 2003 had made space for 750 million phone connections, out of which 450 million were mobile phone users and 300 were landline phones.

7. According to TRAI, the existing numbering plan won’t be able to cater to the increasing demand in the new mobile connections.

8. Fixed line numbers could also move to 10-digit numbering other than mobile phones.

9. Shifting the Data-only numbers (dongle connections) from 10 digits to 13 digits numbering would also help and vacate specific number series starting from 3, 5 and 6.

TRAI has fixed the deadline of October 21 for public comments and November 4 for counter comments.
